The U.S. Department of the Treasury through Coronavirus Local Fiscal Recovery Fund provided a critical source of relief for smaller local governments, many of which have not received direct fiscal assistance from the federal government since the onset of the COVID-19 pandemic. Non-entitlement units of local government (NEUs) are cities serving populations less than 50,000.
The State of Iowa is responsible for distributing these funds to NEUs within Iowa. Award amounts are based on the population of the NEU. Distributions from the Local Fiscal Recovery Fund to state, then subsequently NEUs are being done in two tranches. The first tranche was done in 2021, and the second in 2022.

Covered funds are federal funds appropriated through one of the following: The Coronavirus Preparedness and Response Supplemental Appropriations Act, 2020 (Public Law 116-123); The Families First Coronavirus Response Act (Public Law 116-127); The Coronavirus Aid, Relief, and Economic Security Act (Public Law 116-136); The Paycheck Protection Program and Health Care Enhancement Act (Public Law 116-139); The Consolidated Appropriations Act, 2021 (Public Law 116-260); or The American Rescue Plan Act, 2021 (Public Law 117-2).
The Families First Coronavirus Response Act ("Act") expanded federal support during the public health emergency for the Medical Assistance Program, Adoption Assistance, Children's Health Insurance Program, Foster Care Title IV-E, Money Follows the Person Rebalancing Demonstration, and Guardian Assistance. Separate grants were not issued for the increase in funds authorized by the Act, and the increase could not be accounted for separately from normal grant funds. For the purposes of this dataset, the reported award amounts for these programs are estimates based on authorized expenditures attributed to the increase in funding. The Federal Award Numbers used for these programs and for funds received from the Unemployment Insurance Program are reference numbers for state reporting purposes only.
